    Janet has been a writer, technical editor, and writing trainer for over 35 years. She is the author of the Rowman & Littlefield book, Plain Language, Please: How to Write for Results. Ms. Arrowood has developed and presented plain/practical language, proposal/solicitation writing training, and presentation skills training programs for numerous government agencies, international organizations. In addition to her training, editing, and writing expertise, Janet brings both engineering and military backgrounds to her work. She served as an Army Signal Corps Officer, a member of the technical staff at MITRE, and a staff engineer at Martin Marietta and NATO. She holds a degree in Mathematics from Vanderbilt University and has completed graduate level courses in Operations Research at George Washington University. Janet founded The Write Source, Inc., a woman- and certified veteran-owned small business, in 1993

You deal with time constraints and information overload every day. Emails, memos, reports, policies & procedures, and similar documents are essential in the business communications environment. People are busy and respond best to communications that respect their time and are “easy” to follow.

Writing clearly, concisely, and with an audience focus is essential for anything you write. Two of the most effective ways to communicate in the clearest and most concise way possible are to apply the principles of BLUF—getting to the point (the “what” and “how much” and/or “how many”) right away and employ the Cs of effective communications (clear, concise, complete, considerate, and so forth). Being effective means formulating subject lines or introductory paragraphs that get immediately to what is wanted, needed, or being conveyed. The other essential elements in effective business communications are to apply the principles of plain language and write in the clearest, most concise terms possible. You will also learn the value of, and how to install, readability. Participants will be provided with a reference “tip” sheet to reinforce the effective writing tools presented during the session.

This offering is targeted to individuals who meet or exceed the following professional demographics:  

  • Entry-level public procurement and central warehouse professionals who serve as assistants, coordinators, buyers, or equivalent functions within their respective entities.   

  • Non-procurement managers and supervisors who are responsible for either the procurement function or staff who provide procurement functions under delegated authority.   

  • Professionals who are employed by governing entities and special authorities (such as K-12 and higher education, publicly-owned utilities, transportation providers, and other publicly-funded or created organizations) that either serve within or manage the procurement function.  

  • Suppliers or representatives of suppliers seeking to understand the public procurement function from a holistic level, including the policies, standards, and procedures by which public entities must function.

Cancellation Policy

Registration and payment must be received 24 hours prior to the course start date. After this time, registrations will be based on space availability.  A full refund, less a $75 administrative fee will be given for cancellations made in writing 31+ days prior to the seminar date by emailing RegistrationInfo@nigp.org. No refunds are given for cancellations received within 24 hours of the seminar start date. There are no refunds for no-shows. If the seminar is cancelled for any reason, NIGP's liability is limited to the registration fee only.  

Attendee substitutions within the same agency may be done at any time with email notification to NIGP. If attending via scholarship, please provide documentation verifying the scholarship issuer's name and contact information in lieu of payment information.
