    Denise is the Procurement and Contract Management Services Manager for the City of Fort Myers located in beautiful Southwest Florida. Prior to joining the City, Denise served as the Purchasing Manager for Lee County Port Authority, the Associate Director for the University of Kentucky’s Purchasing Division and as the Director of Procurement and Contract Management Services for Yavapai Community College in Prescott, Arizona. Denise has enjoyed the many opportunities that NIGP has helped her with over her career. With almost thirty years of procurement experience in both the public and private sectors, in the U.S and in Canada, she has a proven track record of designing and delivering outcome-oriented policies and programs that strengthen talent development and organizational effectiveness. Denise is very active in NIGP; The Institute for Public Procurement, FAPPO; Florida Association of Public Procurement Officials and GCAPGO; Gulf Coast Association of Governmental Purchasing Officers, She was a founding member of the Grand Canyon Chapter of NIGP serving as both President and Vice-President and served on the Board of NIGP Kentucky Public Procurement Association. Denise was active in NAEP; The National Association of Educational Procurement during her time in higher education. She served on the Board of NAEP as the secretary, 2nd Vice President, 1st Vice President and Executive Vice President of the National Board of Directors and NAEP representative on the E&I Board. She chaired the Professional Development Committee very successfully for seven years leading the team that created the Competency Model that has produced updated job descriptions and changes to the training programs offered both online and in person. Denise was also active with the National Purchasing Institute (NPI) for several years serving on their Board of Directors from 2005 through 2007. Denise served on the UPPCC Board of Examiners for nine years, chairing for the last four; she is proud to be part of the team that has improved Pubic Purchasing Certifications and assisted in make the certifications available to all non-profit schools, both public and private. She has also served on the UPPCC Job Analysis Task Force and the Test Specifications Task Force. Denise has made presentations at national and regional meetings for NIGP, NAEP, NPI, SparX and Educause and is a senior consultant for the NIGP Consulting team. She is passionate about the Procurement Profession, continuing education and certification. A critical element of this analysis, however, is the ability to directly apply information gleaned from researched materials and criteria to individual procurements, aligning organizational goals and metrics to the success and health of the entity.

Objectives

By the end of this course, students will be able to:

  • Analyze the requirements for a project and provide the best solutions for the entity.
  • Determine the components and criteria required to successfully award a contract that meets the needs of the end user.
  • Describe how to customize terms and conditions in a contract to meet the entity’s needs.
  • Evaluate, select, and apply the tools and processes available for a comprehensive procurement plan.

Intended Audience

This offering is targeted to individuals who meet or exceed the following professional demographics:  

  • Entry-level public procurement and central warehouse professionals who serve as assistants, coordinators, buyers, or equivalent functions within their respective entities.   

  • Non-procurement managers and supervisors who are responsible for either the procurement function or staff who provide procurement functions under delegated authority.   

  • Professionals who are employed by governing entities and special authorities (such as K-12 and higher education, publicly-owned utilities, transportation providers, and other publicly-funded or created organizations) that either serve within or manage the procurement function.  

  • Suppliers or representatives of suppliers seeking to understand the public procurement function from a holistic level, including the policies, standards, and procedures by which public entities must function.  


Completion Requirements

In order to successfully earn a digital badge in the Requirements Planning & Understanding competency, learners must:Complete any pre-work materials provided prior to the course start date.

  • Attend and participate in the entirety of the instructional event.
  • Complete the post-course evaluation survey available in Aspire.
  • Complete the final assessment examination with a score of 82% or higher.

Please Note: The final assessment passing score may change prior to the date of the course based on an assessment audit. The necessary score will be communicated to students during the course proper.

Post-Course Assessment

As outlined above, all students must successfully complete a timed post-course assessment upon completion of the learning experience. Assessments can be taken up to three (3) times to achieve a passing score. If a learner is unsuccessful in achieving a passing score within these attempts, they will be required to take the course again. For the NIGP Requirements Planning & Understanding competency, students will have 60 minutes to complete all questions in the assessment, with any questions not answered being marked “Incorrect” within Aspire. Once learners receive access, they will have ten (10) calendar days to complete the assessment. Students who do not complete the assessment within this time frame will be required to retake the course.


Pre-Work Requirements

Prior to entering the classroom environment, students will be enrolled in the following self-paced courses to learn and practice necessary concepts.

  • NIGP has not currently identified if pre-work is necessary for this core certificate. Should pre-work be identified, learners will receive the materials two weeks prior to the physical start date. Contact hours will be adjusted to include pre-work.

  • 1/2 Day Course (This module must be scheduled in-person with an additional 1/2 day module.)

Cancellation Policy

Registration and payment must be received 24 hours prior to the course start date. After this time, registrations will be based on space availability.  A full refund, less a $75 administrative fee will be given for cancellations made in writing 31+ days prior to the seminar date by emailing RegistrationInfo@nigp.org. No refunds are given for cancellations received within 24 hours of the seminar start date. There are no refunds for no-shows. If the seminar is cancelled for any reason, NIGP's liability is limited to the registration fee only.  

Attendee substitutions within the same agency may be done at any time with email notification to NIGP. If attending via scholarship, please provide documentation verifying the scholarship issuer's name and contact information in lieu of payment information.
