    Mike retired from the Commonwealth of Kentucky in August 2016. While he was with the State, Mike was in the Office of Procurement Services (OPS) in the Finance and Administration Cabinet (FAC) where he was a Strategic Procurement Specialist II.

    Mike began his procurement career with the State in April 2000. During this time, he had the responsibility of creating and administering the Master Agreement Contracts for many of the transportation related items - fleet vehicles, school buses, tires, tractors, mowers, backhoes, all-terrain vehicles, boats, aircraft, fleet fuel, diesel and propane fuels. Mike was also the subject matter expert on all types of insurance, advertising, marketing, and digital media services, office supplies, and public safety and law enforcement items.

    He worked with many State Agency representatives in the development of Request for Bids (RFBs) and Request for Proposals (RFPs) which resulted in Contracts and Master Agreement Contracts for their use. These were for the use of many of the State Agencies, local governments (cities and counties), schools, and universities. He also worked closely with those he supported on their Procurement Buying Plans and Spend Analysis.

    In addition to Mike’s State procurement-related experience, Mike has management supervisory experience. His supervisory responsibility and accountability were for various size U.S. Army active-duty units (as a Platoon Leader for a 35-person platoon (at Ft Campbell, KY) and as a Battery Commander for a 150-person Air Defense Artillery battery (at Spangdahlem Air Force Base, Germany.) He had responsibility for office staff management in logistical and supply-related active and reserve-duty offices. Mike served as a military Instructor as well as a Regional Coordinator for 6 years in the Command and General Staff Officer College (CGSOC) and taught numerous strategic and logistical courses to military personnel. Mike retired from the US Army Reserves with 28 years of service.

    Mike served as the supervisor for the procurement office / warehouse in an automotive Tier 1 parts supplier. Mike insured that the procurement and warehousing activities were accomplished in a timely manner to allow for uninterrupted automotive parts production and delivery. He was also responsible for all operational and maintenance related procurements for the production facility.

    Mike received his NIGP-Certified Procurement Professional (NIGP-CPP) certification in May 2021, his Certified Public Procurement Officer (CPPO) certification in November 2008, and his Certified Professional Public Buyer (CPPB) certification in April 2002. Prior to his retirement, Mike served as a member of the NIGP Chapter - Kentucky Public Procurement Association (KPPA) Board of Directors and was the Chairperson of the Education, Professional Development, and Certification Committee. Mike was honored to be selected as the recipient of the KPPA Betty Bingham Lifetime Achievement Award in October 2017.

    In his much-awaited role as retired, Mike plans to continue facilitating NIGP courses and to travel as much as possible.

A functional necessity of the procurement manager is the ability not only to develop but also to implement innovative solutions within the procurement function. As such, procurement professionals must be capable and ready to employ strategic decisions, theory, and management practices that can capture and improve upon the larger entity’s initiative. Transformation & Vision Creation is an Advance (Level 2) course, designed for public procurement professionals who have at least five years’ experience.

Objectives

NIGP’s Transformation & Vision Creation course creates a dedicated learning experience where students leave with the ability to:

  • Assess opportunities to improve performance of the entity’s procurement function.
  • Create policies designed to ensure strategic alignment of procurement procedures throughout a public entity.
  • Create structure to capture operational and financial improvements within the entity as the result of procurement strategy.

Intended Audience

This offering is targeted to individuals who meet or exceed the following professional demographics:  

  • Senior-level public procurement professionals and senior-level central warehouse professionals who already have an in-depth knowledge of public procurement and handle or manage high-level, complex procurements for their respective entities.   

  • Professionals who are employed by governing entities and special authorities (such as K-12 and higher education, publicly-owned utilities, transportation providers, and other publicly-funded or created entities) who direct procurement operations and establish procurement policies.


Completion Requirements

In order to successfully earn a digital badge in the Transformation & Vision Creation competency, learners must:

  1. Complete any pre-work materials provided prior to the course start date.
  2. Attend and participate in the entirety of the instructional event.
  3. Complete the post-course evaluation survey available in Aspire.
  4. Complete the final assessment examination with a score of 81% or higher.

Please Note: The final assessment passing score may change prior to the date of the course based on an assessment audit. The necessary score will be communicated to students during the course proper.

Cancellation Policy

Registration and payment must be received 30 days prior to the seminar start date. After this time, registrations will be based on space availability.  A full refund, less a $75 administrative fee will be given for cancellations made in writing 31+ days prior to the seminar date by emailing RegistrationInfo@nigp.org. No refunds are given for cancellations received within 30 days of the seminar start date. There are no refunds for no-shows. If the seminar is cancelled for any reason, NIGP's liability is limited to the registration fee only.  

Attendee substitutions within the same agency may be done at any time with email notification to NIGP. If attending via scholarship, please provide documentation verifying the scholarship issuer's name and contact information in lieu of payment information.
