Job Description


 Coordinate and administer the compliance of the Ports Small Business programs

• Establish project goals, establish agency DBE and ACDBE program goals

• Act as the FAA representative and FAA DBE Liaison officer for the Port

• Ensure the Ports compliance with federal regulations related to the Federal DBE program

• Make good faith efforts determinations and participate in Request for Proposal (RFP) evaluations

• Maintain online reporting system used for tracking the utilization of small business participation on Port contracts

• Prepare and file required Federal Aviation Administration (FAA) DBE and ACDBE uniform reports

• Ensure contractors are meeting project goals and review and approve corrective action plans to that regard

• Conduct small business progress meetings with contractors, provide reports on small business

• Ensure compliance with the Ports Workforce Training and Hiring program

• Establish Workforce project goals, track apprentice and journey level participation, conduct construction job site visits to verify apprentice participation

• Educate contractors on workforce program guidelines and implementation on projects

• Review requests for waivers from contractors and make determinations

• Provide Workforce utilization reports as needed

• May be required to conduct outreach to small businesses

Job Requirements

• BA/BS degree in business or public administration

• 3 years' experience working with small business or workforce programs or the equivalent combination of education and/or relevant experience

• Professional certification is preferred for this position issued by The American Contract Compliance Association

• Knowledge of federal, state and local regulations pertaining to small business program contracting; business development and management

• General understanding of the construction industry; general understanding of unions and the apprenticeship process; procurement process, and accounting principles
• Effective communication both verbal and written with internal and external stakeholders

• Proficient with Microsoft office suite and other computer programs
