Job Description

The Procurement Services Supervisor is responsible for managing Platte River’s procurement activities which includes contract administration, acquisition of materials and services, and warehouse activities. The Procurement Services Supervisor plans, directs, coordinates, and participates in the activities of Platte River's contract and purchasing staff. Essential Functions •Develops, updates, and implements procurement services policies and procedures •Ensures coordination and collaboration among contract administration and purchasing/warehouse staff •Oversees the contract administration process and ensures provisions are implemented in accordance to policy •Analyzes potential risks involved with specific contract terms •Interprets, administers, and communicates laws, regulations, and guidelines governing procurement activities to internal customers •Handles the acquisition, distribution, and storage of equipment, materials, and supplies •Partners with project managers and subject matter experts in the development of specifications for equipment, products, or substitute materials •Directs, coordinates, and participates in the preparation and processing of requisitions and purchase orders •Locates vendors of materials, equipment or supplies, and determines product availability and terms of sales •Develops strategic alliances with vendors •Ensures quotations and formal bids are obtained when required •Manages and expedites transportation for purchased materials and resolves warranty issues •Oversees the sale/disposal of surplus or obsolete materials, supplies, and equipment •Participates in the resolution of vendor or contractor grievances, and claims against suppliers •Supervises warehouse activities Administers purchasing and contracting systems as the subject matter expert •Develops and manages procurement portion of the annual Finance budget •Supervises staff members including hiring, scheduling, development, performance appraisal, and disciplinary actions •Maintains regular & reliable attendance Other Functions •Provides backup for storekeeper, buyer, contract administrator, and contract specialist responsibilities •Ensures proper coverage for outage support. May require overtime during the week, on weekends and holidays •Performs other duties as assigned

Job Requirements

Minimum Qualifications •Three or more years of supervisory experience •Five or more years of experience as a buyer in an industrial setting, or contract administrator •Strong verbal, written, and listening communication skills •Strong computer skills, including working experience of vendor management software and Microsoft Office programs •Experience in collecting and analyzing data and the ability to make decisions based on that information •Good organization, prioritizing, and planning skills with the ability to meet deadlines •Excellent customer service skills •Ability to maintain effective working relationships with internal and external customers •Demonstrates professionalism when working with vendors and external organizations •Strong leadership and negotiation skills with the ability to effectively influence and work with others to reach a resolution •Current valid driver's license and ability to remain insurable under Platte River's vehicle liability policy Desired Qualifications •Bachelor's degree in Business Administration, Construction Management, Finance or related field •Three or more years of experience as supervising purchasing or contract administration functions •Experience working in a in governmental, utility, or industrial setting •Purchasing manager certification from National Government of Government Purchasing, Association for Operations Management, or American Purchasing Society •Forklift certification •Contract management certificate from National Contract Management Association
