Seeking a highly motivated individual located in southwestern Virginia to serve as a local government Procurement Management Account Executive that will independently promote the utilization of the Department of General Services’ statewide electronic procurement system and program (eVA) to local governments and non-state public bodies of southwest Virginia. Additionally participate in developing and updating statewide policies and procedures; assisting in procurement management reviews; Local Government eVA setup and configuration; analyzing data; training; and providing assistance. Consult with public bodies on contract development and administration, surplus property, and logistics.
This is a home-based position in southwest Virginia. This position requires and individual who is self-motivated and who is capable of traveling to locations throughout southwest Virginia and to the central office in Richmond for monthly meetings. Initial training will be approximately two months in Richmond, VA at agency expense.
The selected candidate must reside in the one of the following jurisdictions: Cities: Bristol, Covington, Galax, Martinsville, Norton, Radford, Roanoke, or Salem; Counties: Alleghany, Bedford, Bland, Botetourt, Buchanan, Carroll, Craig, Dickenson, Floyd, Franklin, Giles, Grayson, Henry, Lee, Montgomery, Patrick, Pulaski, Roanoke, Russell, Scott, Smyth, Tazewell, Washington, Wise, or Wythe.
Knowledge and experience with the Department of General Services’ statewide electronic procurement system and program (eVA). Knowledge of public procurement policies, regulations and procedures, including development and administration of complex contracts and experience executing procurements using RFPs and IFBs. Advanced data analysis skills; advanced MS Office skills; Excellent communication skills orally, in writing, teaching/presenting. Demonstrated ability to function independently, successfully handles multiple priorities, and function effectively in a fast-paced, stressful environment. Bachelor’s degree in business, or related field, or equivalent training and experience. Valid Driver’s License is required. High Speed internet connection is required.
The position requires significant travel in southwestern Virginia. When not traveling, the selected candidate’s primary work location will be from their home. The selected candidate will be required to work in Richmond as appropriate. VCM, VCO, CPPB, CPPO, CPCM, or C.P.M is preferred.
