Who Should Attend:

Anyone involved in writing, developing and/or reviewing specifications. This webinar represents basic to intermediate skill set.

Course Objectives:

Upon successful completion of this series, participants will be able to:

Evaluate requests for goods and services and select the appropriate procurement methodology
Determine how the specifications should fit into the procurement documents
Develop and use various specification formats and types
Pro-actively control pricing and delivery through specifications
 
Course Outline:
Session 1:
Explore the various forms of procurements and establish a process for determining the appropriate procurement methodology and the appropriate use of general terms and conditions.
 
Session 2:
Discuss the specification, the consolidation, packaging and presentation and description of requirements; we will focus on the various types of specifications and product descriptions.
 
Session 3:
Class discussion to focus on the written assignment.
Explore methods of controlling pricing in volatile markets through specification development.
 
Presenter's Biography:

Michael Bevis is Chief Procurement Officer for the City of Naperville, Illinois. He has been an instructor for NIGP, is active on the NIGP Research Committee and in NIGP’s PMAP programs. A graduate of Georgetown University Law Center in Washington D.C., he has practiced law in Ohio, Illinois and in several Federal courts before focusing on Procurement Management. His purchasing experiences have included Deputy Purchasing Agent for the City of Chicago and Purchasing Manager for the Chicago Park District. In his current position he has lead the City of Naperville to Outstanding Agency Accreditation from NIGP and is a five time winner of the Achievement of Excellence in Procurement Award. The City of Naperville is also the first municipality to receive the Pareto Award of Excellence in Public Procurement.
