| Presenter's Biography: |
David Dise is a Certified Public Procurement
Officer (CPPO) and has worked in the public sector for over 30 years. He
currently serves as director of the Montgomery County, Maryland Office
of Procurement. Prior to this he served as deputy director of Purchasing
and Supply Management for Fairfax County, Virginia and the procurement
director for Fairfax Water, one of the nation’s largest public water
utilities. Before entering the procurement field David served as Fairfax
Water’s chief of engineering technical resources.
He is well acquainted with the government
supply chain, including purchasing, capital contracting, contract
management and administration, and materials management. He has created
and led departments in the engineering and procurement environments, and
is well-acquainted with achieving success through leadership by
overcoming institutional obstacles, managing change, and motivating
professionals.
David has been active in the American
Public Works Association (APWA), the National Institute of Governmental
Purchasing (NIGP), the Virginia Association of Governmental Purchasing (VAGP),
and the Institute for Supply-chain Management (ISM). He was the 2003
VAGP President, and was recognized as the 2004 VAGP Professional Manager
of the Year. He also served on the board of directors for NIGP from
2000-2004 and the National Electronic Commerce Coordinating Council (NECCC)
board from 2001-2004. David has chaired regional cooperative purchasing
councils and the metropolitan Washington Council of Governments (COG)
Chief Procurement Officers Committee. He has developed and conducted
seminars on management, professional development, and procurement for
both public purchasers and businesses doing business with government.
