  • No Bid

    A response to an Invitation for Bids (IFB) stating that the offeror does not wish to submit a bid; functions to prevent suspensions from the bidders list for failure to show active interest or submit bids.
  • NOI

  • Nolo Contendere

    Latin for "I will not contest it." In a criminal proceeding, a plea by the defendant that does not admit or deny the charges. Additionally, the plea cannot be used against the defendant in any future civil suits that are based on the same acts.
  • Nominal Group Technique

    A group decisionmaking technique that focuses on generating alternatives and selecting among them by asking group members to independently write down ideas, present them in turn, clarify them for the group, and rank them by voting privately. A brainstorming technique used by cross-functional purchasing teams. (Business 2002)

    A foreseeable delay caused by either party to the contract that often occurs as a result of financial difficulties, lack of equipment and facilities, lack of materials, or lack of knowledge.
  • Non-Branded Goods

    Goods that are not linked to a particular brand name, manufacturer, or producer, and may be perceived to be of low quality.
  • Non-Competitive Negotiation

    The process of arriving at an agreement through discussion and compromise when only one source is available to meet the requirement.
