    Sydnee Distance is a Contract Management professional hailing from Baltimore, MD. Ms. Distance began her career in grant management while working on her Bachelor of Science in Business Administration from Capitol Technology University in Laurel, MD. Shortly after graduation, Sydnee transitioned to private-sector contracting at Oracle. In 2014, Ms. Distance graduated from the Florida Institute of Technology with a Master of Science in Acquisition and Contract Management. During that time, Ms. Distance moved to state government, where she served as a Budget Analyst and a Procurement Lead. In 2020, Sydnee moved to Washington Metropolitan Area Transit Authority, where she currently serves as a Senior Contract Administrator (CA III) with a $1 million dollar warrant. Ms. Distance is deeply passionate about contracting and procurement and continuously seeks to expand her knowledge in this field. Sydnee holds three certifications in government contracting, namely the Certified Professional Public Buyer (CPPB) from UPPCC, the Certified Procurement Professional (NIGP-CPP) from NIGP, and the recently obtained Certified Contract Management Associate (CCMA) from NCMA. Sydnee is currently attending Northcentral University while she pursues a Doctor of Business Administration in Organizational Leadership with a minor in Education. Sydnee has found her passion in procurement education and recently designed and created an "Onboarding and Training" four-part course at Washington Metro for new hires Outside of her professional pursuits, Sydnee finds fulfillment in her three main forces in life: family, traveling, and her passion for her work. Guided by the belief that what you give to the world comes back to you, she embraces the golden rule of treating others with love, kindness, and respect.

Learning the art of evaluating offers, making awards, and negotiating optimal contract solutions is crucial for procurement professionals. NIGP’s Competency Module: Evaluation Methods provides an immersive, activity-based learning experience. Through this foundation-level course, learners will gain a deep understanding of different evaluation methodologies and their application. They will also learn how to effectively receive, open, and analyze offers, as well as select the most responsive offer(s) and responsible supplier(s). This course is essential for building the skills needed to succeed in the competitive field of public procurement.

Objectives

In order to successfully earn a digital badge, learners must:

  • Evaluate offers, make awards, and/or negotiate an optimal contract solution.
  • Identify and describe the different types of evaluation methodologies and their associated application.
  • Explain the process of receiving, opening and analyzing offers, methods for award, and award strategies.
  • Identify and select the most responsive offer(s) and responsible supplier(s).

Intended Audience

This offering is targeted to individuals who meet or exceed the following professional demographics:  

  • Entry-level public procurement and central warehouse professionals who serve as assistants, coordinators, buyers, or equivalent functions within their respective entities.   

  • Non-procurement managers and supervisors who are responsible for either the procurement function or staff who provide procurement functions under delegated authority.   

  • Professionals who are employed by governing entities and special authorities (such as K-12 and higher education, publicly-owned utilities, transportation providers, and other publicly-funded or created organizations) that either serve within or manage the procurement function.  

  • Suppliers or representatives of suppliers seeking to understand the public procurement function from a holistic level, including the policies, standards, and procedures by which public entities must function.  


Completion Requirements

In order to successfully complete the NIGP Competency Module, learners must:

  • Attend and participate in the entirety of the instructional event.
  • Complete the post-course evaluation survey available in Aspire.
  • Complete the final assessment examination with a score of 84% or higher.

Cancellation Policy

Registration and payment must be received 24 hours prior to the course start date. After this time, registrations will be based on space availability.  A full refund, less a $75 administrative fee will be given for cancellations made in writing 31+ days prior to the seminar date by emailing RegistrationInfo@nigp.org. No refunds are given for cancellations received within 24 hours of the seminar start date. There are no refunds for no-shows. If the seminar is cancelled for any reason, NIGP's liability is limited to the registration fee only.  

Attendee substitutions within the same agency may be done at any time with email notification to NIGP. If attending via scholarship, please provide documentation verifying the scholarship issuer's name and contact information in lieu of payment information.
